events/tracks:
Track 1 – Innovations in Acquiring Weapon
Systems: Dr. David E. Mortin from the Army’s Materiel Systems
Analysis Activity (Reliability Branch) will lead off and discuss
best Army practices and specific examples where implementation of
best-reliability practices improved systems for the Warfighter.
These approaches are directly related to recent Army Acquisition
Executive reliability policy (Jan 2008). PEO Soldier – BG R. Mark
Brown – will follow and address key processes for consistently, and
cost effectively, fielding highly-reliable soldier systems. The
presentation will include specific examples of modernizing and
providing increased capability to the Warfighter while engaged in
combat operations. His presentation will discuss the use of
Engineer Change Proposals and technology insertions to enhance
existing system performance.
Track 2 - Innovations
in Sustaining Weapon Systems: RADM John J. Prendergast, III
Vice Director for
Logistics, J4, the Joint Staff, will provide program managers, their
staff, and logistics participants in the acquisition process a guide
to assist them in ensuring that effective sustainment is addressed
and accomplished over the life cycle of a system through compliance
with the Sustainment Key Performance Parameter (KPP) for Materiel
Availability and Key System Attributes (KSAs) for Reliability and
Ownership Costs requirements as outlined in CJCSI 3170.01.
Considering sustainment upfront enables the acquisition and
requirements communities to provide a weapon system with optimal
availability and reliability to the Joint Warfighter at value.
Track 3 – Innovations in Improving Weapon
Systems: This track will feature a panel that will discuss DoD and
service specific initiatives to improve defense systems and business
processes in support of the war fighter. Service representatives
will highlight application of Continuous Process Improvement (Lean
Six Sigma (Army), AFSO21 (AF), AIRSpeed (Navy), etc.) and
restructuring of maintenance support concepts. The panel will be
moderated by Mr. Marty Sherman of the DAU faculty and include Mr.
Mark Johnson, Deputy Director of Maintenance, Deputy Chief of Staff
for logistics,Installations and Mission Support, Headquarters U.S.
Air Force; Captain
Francis Tisak, USN, U.S. Navy AIRSpeed Representative; and Mr. Mark
Rocke, Deputy Asst Sec of the Army for Strategic Communications and
Business Transformation.
Track 4 – Briefings by the 1st,
2nd, and 3rd place finishers for the Hirsch
Prize (DAUAA Edward Hirsch Acquisition Research and Writing Award
for 2008). 1st: “Supplying the Bang: The Future of
Integrated Supply Chain Management utilizing Performance Based
Logistics” (Navy Program); 2nd: “Joint Attack Munition
Systems (JAMS) Project Office – Improving Support to the Warfighter”
(Army Program); 3rd: “Employing Organizational Modeling
and Simulation to Deconstruct the KC-135 Aircraft’s Programmed Depot
Maintenance Flight Controls Repair Cell” (AF Program)
NOTE: Track 2 will be conducted in
Howell Auditorium of Scott Hall from 1430-1545; Track 1 will be
conducted in Howell from 1615-1730. Only Howell tracks will be fed
via VTC to regional sites. Other tracks will be in the Packard
Center, SR 1 & 2, and Classrooms 73-74. Check at registration desk
on day of Symposium for assigned track venues. |
